The long measurement listed is for the full length of the arm warmer, this would equate to the distance from your knuckles up towards your elbow.

Most will bunch at your elbow.

The short measurement is the circumference at the top of the arm warmer. Measure up the length of the arm warmer on your arm, then measure your arm at the point where the arm warmer ends.

These all stretch some and will stretch throughout the day while you wear them, we advise that you get them a bit on the smaller side.
